Did you try to restart VSM workflow polling service?
Besides you can check the server's registry if polling service is not disabled for the second system:
HKEY_LOCAL_MACHINE\SOFTWARE\EMC\Ionix Service Manager\System2
(HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\EMC\Ionix Service Manager\System2).
